Hier is 'n versoek vir deelname wat mense met elektriese kennis sal verstaan. Maar in beginsel kom dit neer op hoe ons meer sal moet betaal in die toekoms sodat werk gegenereer kan word  (BEE) en terselfdertyd die verantwoordelikheid weg van die Munisipaliteit na 'n "service provider" geskuif kan word. (maw elektrisiteit is nie regtig tersake nie)
 
My siening is dat elektrisiteit die verantwoordelikheid is van die munisipaliteit, dat Pretoria nog altyd sy eie krag opgewek het en dat ons dus relatief onafhanklik was van Evkom. (nie soos Kaapstad nie)
 
Maar om hierdie siening oor te dra het ons terugvoer nodig van mense soos julle.

NOTICE IN TERMS OF SECTION 78(3) OF THE LOCAL GOVERNMENT:

MUNICIPAL SYSTEMS ACT, 2000(Act No. 32 OF 2000)

 

The City of Tshwane Metropolitan Municipality has embarked on the process of reviewing the electricity service delivery mechanisms in its area of jurisdiction as provided for in Part 2 of the Local Government: Municipal Systems Act, 2000 (Act 32 of 2000), as amended.

A municipal service may be provided by either an internal or external mechanism. The electricity service is currently provided by a Council Department, which is classified as an internal mechanism. Prior to deciding on the most appropriate mechanism, either external or internal, the municipality must first assess internal mechanisms. This assessment has been completed and Council has decided, prior to making a final decision, to explore the possibility of providing the electricity services externally, as provided for in the Act.

The External Mechanisms include:

A municipal entity; another municipality; an organ of state; a community- based organisation, or other Non Government Organisation which is legally competent to enter into such an agreement; or any other institution, entity or person legally competent to operate a business activity.

This notice serves to:

Inform the local community of such intention as required by Section 78(3)(a) of the said Act, 2000 and to solicit the views of the local community as required by Section 78(3)(b)(iii).

Members of the public, businesses, CBO’s, NGO’s and all interested and affected persons are urged to submit their views on the service delivery of the electricity service in the Tshwane Municipal Area by means of an external mechanism.

 

All assessment and feasibility studies and necessary documentation as provided for in section 78(3)(b) and (c) of the said Act; 2000 are available during normal office hours i.e. 07:30 to 15:45 on normal business days for perusal at the offices of the following person and address as reflected hereunder:

New HEALTH DEPT Approach
- including HEALTH CLINICS
The Health Dept apparently want to establish Health Ward sub-committees to tell the people about primary health care and by doing that, the people will realize that the old structure is now different.
 
In the old structure the Clinics were mainly used for immunization of children and chronic diseases. Doctors were used for general and specialized illnesses and hospitals for serious things.
 
In the new structure a distinction is made between Primary care, Area health care and then only Hospitals. So - if you do not have a medical aid etc, you go to the clinic with literally any problem, then if they cannot fix you up, they "refer" you to the Area level, and if necessary, to the Hospital level.
 
Then there is another issue. The Municipalties are not delivering, so the Gauteng MEC thought it good to generate a couple of hundred (or thousand) jobs for Community Development Workers (CDW). Their job is to attend a year course at Unisa and then to be allocated to a Ward and then to provide feedback directly to the MEC on problems experienced. The municipality people have no say or control over them. But we are supposed to interact due to a common interest ie delivery.
 

There is a Clinic in Eldoraigne near the Kiepersol Pensioners Residence and the Sister in charge there is Carina Holtzhausen. The Clinic tel nr is 012 358 0100. All people are welcome - even Afrikaners and Englishmen as long as they are prepared to wait a little - all for free.

This Clinic has a Satellite clinic in Rooihuiskraal in Uitsig Rd as well. I was told that the sisters are trained for 4 years with additional courses and that they are capable of not only doing this work, but can also distribute up to level 5 drugs.

 
There is another Clinic in Lyttelton in Clifton Ave and the Sister there is Anne Hide - 012 3583289
 
Lastly, old people, garden workers, maids, foreigners, illegal foreigners, children, chronic and terminally ill are all welcome - even it is transmittable diseases, sexual diseases, environmental disease, dental problems and immunization.
 
Then if there is a serious delivery problem on any Government issue I would suggest that people inform me so that I can forward it to the right channels.
